UK REGULATIONS Do you understand them? Following on from our Spring Seminar, Phil Pappard in charge of H SE Product Safety Section of Health and Safety Executives' Unit, suggested that due to the number of anomalies and the problems machinery suppliers have with interpreting and sometimes believing the current regulations, that a meeting should be set up to discuss them with both the HSE and DTI. The question of ladders with hopper loaders; access for mould changing on large machines; who CE marks a robot cell; does a robot machine cell need to be submitted to a third party? Etc were just a small number of the issues raised. The DTI agreed to a meeting at their offices in London Phil Pappard's responsib lities include offering technical advice on the Machinery and other product directives to both HSE Inspectors and in negotiations with the DTI on the EU working group drawing up the new Machinery Directive. He is the UK representative on the EU Machex Group - a network of European inspectorates dealing with machinery safety and supply issues. He is therefore the perfect person to see, understand and deal with the machinery issues PMMDA members have experienced for a number of years. By meeting with John Walker the DTI representative who is responsible for all changes made to the Standards, Regulations and Directives DTI in July, direct responses to the questions the group of members had asked time and time again were finally given.
